The slots in the weights are sized for the Hook material (which passes THROUGH the holes in the weights) to eliminate movement.
The Loop material (which is put OVER the strip and weights) is more supple and conforms to the exterior. The Loop material conforms to the shape of the weights and keeps them from moving.
